Abstract

The federal government is the originator and enforcer of the nation's civil rights laws Therefore, it has a special responsibility to ensure that its own personnel practices provide equal employment opportunity to all job applicants and employees The U S Ment Systems Protection Board recently studied the question of how well the federal civil service is fulfilling this responsibility This article describes the MSPB's role m monitoring the health and integrity of the federal ment personnel systems, summanzes the key findings and recommendations of the board's report on minority employment, and discusses the future impact of the board's work
