Abstract

Ninety-five years ago the passing of the British North American Act made education in Canada a provincial responsibility. Since World War II there has been increasing public concern that Canada's educational systems are failing to meet the growing demands of an industrialized and urbanized society for skilled and professional manpower. This concern is evidenced by the appointment of five provincial commissions in the last decade to report on the status of education.
