Abstract

A method of partially measuring achievements of long-term plans by comparing actual with planned investments is presented. The study relates to 23 long-term transport plans, produced for towns in England between 1960 and 1974. All statistics that are used are drawn from English records, the conclusions are valid and the methodology is applicable for countries with similar political systems.
