Abstract

Purpose: The current study sought to examine the factors influencing the implementation of government-sponsored ICT projects; A case of e-citizen Programs in Kenya. Particularly, the study sought to find out how technical capacity availability, project planning approach, ICT policies and project financing influence implementation of government-sponsored ICT projects.Methodology: The study was anchored on Diffusion of Innovations Theory, Technology Acceptance Model (TAM), Policy Theory, and Resource Based View Theory. The research methodology employed was descriptive research design and questionnaires were used in collecting qualitative and quantitative data. The target population consisted of 238 top management employees, project managers and their respective teams in e-citizen secretariat, Huduma Centers, and from four key ministries: Office of the Attorney General & Department of Justice, Department of Immigration Services, Ministry of Land, Housing & Urban Development and National Transport & Safety Authority. Fisher’s sampling formula was adopted in deriving a sample of 147 respondents. Data collected by the questionnaires were analyzed using descriptive statistics, frequencies and percentages as well as inferential statistics of correlation, regression and ANOVA. Data presentation was done through charts, figures and tables. Analysis was conducted using SPSS version 21.Results: The findings of the study revealed that technical capacity availability, project planning approach, ICT policies and project financing positively and significantly influence implementation of government sponsored ICT programs.Contributions to theory, policy and practice: The study recommends that the authority should focus on ensuring availability of technical capacity since the practice has a positive and significant influence on the implementation of government-sponsored ICT projects in Kenya. The study also recommends that the authority should emphasize on the approach followed in planning a project since the practice has a positive and significance influence on implementation of government-sponsored ICT projects in Kenya. The study further recommends that the authority should focus on formulating ICT policies that support the implementation of project since the practice has a positive and significant influence on the implementation of government-sponsored ICT projects in Kenya.
