Abstract
The technology of Cloud computing is considered as a hugely advantageous application particularly for higher education institutions (HEIs) taking into consideration its privileges like longstanding expenses saving, smooth accessibility to data at any moment and efficiently. The aim of the present study is to describe the significant factors which affect the adopting cloud computing by higher educational institutions (HEIs) in Iraq. This research paper follows quantitative research method. The researcher uses a questionnaire of 160 participants from the administrative level as well as the staff members who are responsible for computer and IT specialization in Mosul University in Iraq. In this paper the model of technology- organization-environment (TOE) and Unified Theory of Acceptance and Use of Technology (UTAUT) are utilized to investigate the significant factors that influencing the adoption of cloud computing .As a result it has been found that the factors of relative advantage, security concerns, top management support, IT experience, external support, and facilitating condition carry positive effects in the adopting cloud computing by HEIs in Iraq.Meanwhile, competitive pressure are not significant factors the adoption of cloud computing by HEIs in Iraq.
