Abstract

The renaissance of interest in civil society has added recent emphasis to the role of non-governmental organizations (NGOs).2 NGOs and other voluntary associations, which make up the fabric of civil society, play a key role in ensuring a stable and democratic social order. The practical effect and relevance of NGOs has also been increasingly recognized in the international political and diplomatic community. For example, the 1993 UN World Conference on Human Rights noted in its Vienna Declaration and Programme of Action “the important role of non-governmental organizations in the promotion of all human rights.... The World Conference on Human Rights appreciates their contribution to increasing public awareness of human rights issues, to the conduct of education, training and research in this field, and to the promotion and protection of all human rights and fundamental freedoms.”3
