Abstract

Health damage caused by pollutants is an important part of environmental externality. Its scientific and accurate evaluation is the basis of environmental policy-making and one of the recent research hotspots. In this paper, the Impact Pathway Approach (IPA) is used to evaluate the externality scale of health damage caused by Particulate Matter (PM) emitted by PPV (Private Passenger Vehicle) of China. Let the public, especially PPV owners, realize that the use of PPV has great health damage to others. Only by making active changes from themselves can reduce the negative externality. The core links of the IPA framework is the Concentration Response Function (CRF) and the determination of the average cost of each health damage observation point. In the end we got a total scale of health damage externality with the mean value of 2678522*104 yuan, in which premature death took the largest part.
