Abstract

The International Organization of Securities Commissions (IOSCO) has outlined a three-pronged strategy designed to restore confidence in the integrity of critical financial benchmarks. The strategy involves ongoing investigation, implementation of new regulatory principles and evaluation of efficacy. The research, investigative and implementation agenda is designed to ensure the centrality of IOSCO as a key reference point in global securities regulation. It is a task that is both essential and by no means assured, in part because of fragmented regulatory authority.
