Introduction

Many countries are in the process of transforming from manufacturing- to knowledge-based economies. This trend has created a need for innovative industries in which information and communications technology (ICT) has had an increasingly large impact on economic and social life. The demand for ICT services is increasing by leaps and bounds (VietNamNet, 2020). This rapid growth has led ICT to become the one of the main drivers of economic growth as well as a cornerstone of daily life in many countries. The government of Vietnam has increasingly recognized the impor­ tant impact of the ICT industry on social and economic activities and recently devised a master plan for ICT called the “taking-off strategy,” which specifies targets for 2020 and aims to continue the transformation of Vietnam into an advanced ICT country (VietNamNet, 2020)
