Exploring the meaning of child-friendly-city through understandings of child-rights-advocacy: Consensual qualitative research on the case of O-city in Gyeonggi Province

Abstract

연구목적: 본 연구는 아동권리옹호가로 명명되는 아동관련 활동가들과 지역사회 구성원들이 아동친화도시를 어떻게 이해하고 있고, 그 이해들 사이에 어떠한 차이가 있는 지를 탐색하기 위한 목적으로 수행되었다. 방법: 이를 위해 합의적 질적연구(Consensual qualitative research)를 수행하였다. 결과: 아동권리옹호가들은 아동친화도시를 아동의 행복이 보장되고 놀이 공간이 있는 도시, 안전이 확보된 도시, 모두가 양질의 교육을 받는 도시로 이해하고 있었다. 또 아동친화도시의 지표로 제시되는 아동의 4대 권리를 해석의 틀로 제시하여 아동권리옹호가들의 O시에 대한 이해를 살펴본 결과, 아동학대 사례 관리의 어려움, 유해한 환경으로 변질되어 버린 공공장소, 복지에서 발생하는 차별문제, 신도시와 구도시 사이의 교육격차, 더 노력해야 하는 아동의 참여권 보장과 성인의 인식개선 필요에 대한 생각을 알 수 있었다. 결론: 아동권리옹호가들은 아동친화도시가 담고 있는 인권도시의 의미(가치, 문화, 사회, 경제를 모두 포함하는)에 주목하며 지역사회 구성원들의 인식개선이 이루어져 아동이 ‘중심’이 되는 도시를 만들 수 있는 교육 등이 선행되어야 함을 제언하였다.Objectives: This study is aimed to explore how so-called child-rights-advocacies understand the idea of child-friendly-city and tried to find out whether there is a contradictory understanding. Methods: Consensual qualitative research has been conducted. Results: The first research findings that presented how child-rights-advocacies understood child-friendly-city. They understood it as a city where children feel happy and where children can play, a city that guarantees safety, and a city where all children have quality education. Second findings were framed in child’s 4 basic rights which indicates the standards of childfriendly-city. The findings that O-city faces according to the understanding of the child-rightsadvocacies: it is difficult to manage the cases of child abuse, the public place has now turn into a dangerous area, the discrimination occur in the field of welfare, educational gap between old and new town, more work to secure the rights to participation and the change of adults’ perception of child. Conclusion: A community needs to focus on embedded meaning of human rights in the childfriendly-city (in terms of value, culture, society and economy). Hence, we argue that there needs to be a change of perceptions among community members in order to develop city of child ‘centered’ city through education and other strategies.
