Abstract
Generally, the time, place and scale of maritime vessel traffic accidents are uncertain. When people start to rescue from the traffic accident, the emergency resource consumes continuously. Therefore, the quantity and structure of emergency resource requirements are dynamic. This paper will analyze maritime emergency resource allocation mechanisms of maritime vessel traffic accidents under the condition of dynamic demand. Supposing the layout and number of emergency resource reserve points are known before, the process of rescue can be divided into several stages. Considering the complicated situation of several supply points-several demand points, this paper establishes a multi-stage mathematical programming model, making the economic costs of resources allocation as objective function. Then robust optimization method is used to solve the programming model. Finally, we will get a reasonable arrangement of emergency resource of resource allocation under the condition of dynamic demand. The results of this study can help to solve efficient allocation issues when maritime emergencies occur. To some extent, the idea could provide theoretical and technical support for building an integrated decision-making platform of maritime emergencies.
