Abstract

This chapter examines progress on decentralization in various European Union (EU) jurisdictions. It focuses on specific outcomes of decentralization, including the promotion of electric vehicles and storage. It examines the progress in various EU countries on these fronts as well as any existing barriers. The chapter also examines regulation that has helped towards the goal of decentralization, which could perhaps be adopted in other countries seeking to transition to more liberalized energy markets. For the purposes of this chapter, we focus mainly on electricity markets.
