Like the other books in this series, Economic Reform and Democracy is a collection of articles commissioned for a conference sponsored by the National Endowment for Democracy, revised, printed in the journal, and finally reprinted in book form. Thus, this book, like the others in the series, was produced with an explicit ideological commitment to the promotion of democracy. This prodemocracy bias notwithstanding, the chapters in the book are without exception cautious in their claims, thorough in their examination of the evidence, and convincing in their modest conclusions.
