Abstract

Refuse collection and public hygiene services have in the past been provided, with a degree of inefficiency, by the municipal authorities in Peru. This article describes the work of IPES in promoting microenterprises in environmental services (MEGAs), which are sub-contracted to carry out a range of services by the authorities. Essential to the success of the microenterprises is the participation of local communities in environmental affairs, providing feedback as well as payment for their services.Such microenterprises, in the right conditions, can provide cost-effective services, employment and derive income from recycling materials.
