Abstract

Because too much competition in the wholesale electric power market and the retail electricity market is precluding nonlinear transmission tariffs from providing the full level of support for social-benefits programs, it will be necessary to pair those tariffs with some other public policy designed to efficiently finance pre-restructuring social-benefits programs.
