Abstract

This article investigates reasons for the tensions that exist among stakeholders such as ministries of education, teacher associations, local school districts, and university teacher education programs regarding the meaning and implications of professional development. Interviews and interpretive analysis provide clarification of the stakeholders’ perspectives and priorities. The paper identifies connections and divergences among the stakeholders’ understandings and outlines significant issues.
