Abstract

This study examines the policy trends regarding sports for all that are included in the National Sports Promotion Plan (NSPP). The NSPP paved the way for the development of practical policies for sports for all in Korea. This study explored data contained in the first round to the fifth round NSPP, focusing on the overall development trends for sports for all in Korea, the main NSPP policies included in each round, the policy tasks and promotional efforts for sports for all that are suggested in the NSPP for each round, and the evolution of the NSPP based on duplicated or maintained policies as well as newly introduced policies. The NSPP policy tasks targeting sports for all revealed that multilateral efforts were implemented to increase the participation rate. Specifically, the policy tasks addressed the supplementation and expansion of facilities, the cultivation and allocation of instructors, and the development and dissemination of programs. However, these policy tasks have limitations in that the coverage is restricted to only the three issues above. New differentiated policy tasks regarding sports for all in the NSPP will be required in the future in order to maintain and enhance the existing policy tasks.
