Abstract
The rapid development of artificial intelligence (AI) technology and its application in the military field in recent years have attracted extensive attention from the public, policy and academic circles. However, there are different research paradigms and debates on AI international security theory and policy. In the process of exploring AI global security governance by the international community, it is difficult to effectively integrate the opinions of all parties and build consensus international norms. This study focuses on the multiple evolution of international security governance norms in the era of AI, and summarizes and analyzes the current relevant debates in combination with the cooperation and competition between China and the United States in the field of international security in AI. Combing and mining these debates can provide a new research direction and perspective for exploring the path of AI global governance.
