Abstract

The Evolution of Public Service and Subsidiarity Principle. This paper discusses the modernization of the french public service. To study this subject, we have deliberately adopted an evolutionary approach. Then in this perspective, can we defend "le service public à la française" on identity and cohesiveness principles or take another way that proposes a total liberalisation even if we sacrify egality and solidarity ? This paper shows that a modern public service, combining efficiency and equity, is a proximity one, based openly on the subsidiarity principle. As example of subsidiary public service we study the water sector.
