Abstract

Summary This case study explores the development of a policy launched in 2011 to incentivise hotel investments in Western Australia, especially in its capital city, Perth. To understand the policy process, we studied relevant documents, including policy plans, promotional material, annual reports, industry reports and records of Parliament debates. This approach allowed us to assess the use of evidence throughout three policy phases: (i) the process of building a case for the development of hotel incentives (the why ); (ii) the design of hotel incentives as part of a broader tourism strategy (the what ); and (iii) the implementation of this policy and the outcomes it achieved (the how ).
