Abstract

Using a case study approach, this article argues that evaluators play a critical role as change agents in foreign assistance projects directed at building Third World organizations. Evaluators help construct a shared vision of the past and future, provide judgments of project accomplishments, mediate stakeholder issues, build commitment to project objectives, and facilitate a consensus among the project implementors — all of which are necessary for successful organizational change to occur. The case study also illustrates that evaluators must make careful decisions regarding when to mediate rather than judge issues in order to foster, not hinder, positive changes.
