Abstract

In the 1990ies Regional Development Concepts have become a mainstream tool in the German Länder, mostly without a systematic review of their performance. Before this background the article deals with the neglected challenge of evaluations in regional development. Introductorily the need for and the restrictions of evaluations in regional development are described (Chapter 1). Starting from fundamental considerations on policy and programme evaluations (Chapter 2) and the state of art in evaluation of regional development in Germany (Chapter 3) a proposal for a method to evaluate Regional Development Concepts is outlined (Chapter 4) and conclusions are drawn (Chapter 5).
