Abstract

Urban development is the progress of utilizing and contesting resources. The effective demand theory may explain short-term economic growth, but the long-run development is based on effective supply. The city occupies strong control capability at entity resources, and these resources could enable cities to achieve competitive advantage and superior long-term performance. The paper analyzes and evaluates 34 urban resource endowments in Northeast China, and finds that the difference of urban resources is determined by the difference of human resource, so the human resource accumulation level should be enhanced in cities, especially the resource endowments in making development strategy.
