Abstract
Corporate-community relations(CCR) has been regarded as one of the top issues for the mining industry, however, it seems that China's mining industry gives little attention to the needs of the local community. Limited by their size, SMEs (Small and medium enterprises) in China are unable to undertake too many community development (CD) programs. As an SME, Dongxin copper iron (gold) mine of Huaibei Dongxin Mining Co. Ltd. is the only known mine which has established a corporate–community foundation in the Chinese mining sector. From the perspective of community development and with an intensive study of the foundation, this paper probes into the practical effects of the foundation operation, based on which a new framework of evaluating the of CD programs is developed.
