Abstract

Summary The research focused on evaluating the efficiency of the distribution of the current civil defense centers in the city of Mosul by using the statistical analysis tools available in the GIS environment to know the average center and the center parameter of the centers and then the direction of their distribution and knowledge of the center of dispersal and spread to them, and then analyze the standards signed by the Ministry of Construction and Population for the year 1983, which is all of the criterion (population, area, and response time) and its application to the city. It turns out that about 90% of the city’s population is outside. As for the area of ​​the city that was out of service, it amounted to about 83%. As for the response time standard, it was set at (10) minutes. According to the local standard, it is very long when compared with the international standard by (4) minutes, and according to the statistics obtained from the Nineveh Defense Directorate for the year 2021, the number of accidents reached according to the international standard was 887, i.e. 64% of the total accidents in The study area and this is an average indicator according to this criterion. Through this assessment, the extent to which the city needs to establish new civil defense centers was identified, commensurate with the population, spatial and urban size of the city.
