Russian Abstract: В работе представлен сравнительный анализ зарубежного опыта регулирования предпринимательства с выявлением образцов лучшей практики. Определены условия использования зарубежного опыта регулирования предпринимательства в российских условиях. Кроме того, подготовлены предложения по совершенствованию системы государственного и муниципального управления Российской Федерации, направленные на использование современной методологии и лучшей мировой практики регулирования предпринимательства, в особенности инновационного.English Abstract: During the study a comparative analysis of foreign experience in business regulation with identification of best practices was conducted. Conditions of usage of foreign experience in business regulation in Russian Federation were defined. In addition, proposals of improving the system of state and municipal governance of Russia were developed, involving the usage of best practices of business regulation, especially the innovative ones.
