Abstract

Nowadays, it is indispensable for the establishment of a rural new energy utilization rating system, but the current evaluation system has shortcomings that it does not consider the subjective and objective impact, and cannot further select the best when the evaluation grades are the same. In this regard, we establish a new evaluation system for the utilization of new energy in rural areas considering the shortcomings listed above. A control item evaluation is established first according to the actual situation in rural areas and the relevant national standards. Once the item meets the standards, a general item evaluation will be conducted. In the general item evaluation, the subjective and objective weights are calculated using analytic hierarchy processes and entropy weighting methods, and the combined weight is determined through calculation. Then, each evaluation scheme is classified according to the matter-element extension analysis method. To obtain a better scheme, a fuzzy comprehensive evaluation is used when the evaluation level is the same. This paper provides a method that accounts for the subjectivity and objectivity of the evaluation object, classifies evaluation indicators, and resolves the issue of the same evaluation grade that can no longer be evaluated.
