Abstract

ABSTRACTThere are few discussions about how to represent and delineate the slum limits once they have been identified. A visual analysis of the Sao Paulo favela basemap was conducted through orthophotos overlaying to identify similarities and inconsistencies arising from the mapping process. Once different ways of mapping similar situations were found, the creation of a standardized procedure for delineating the favela perimeters was proposed, based on discussions with the internal technical staff of the Housing Municipal Secretariat. The City Block, Land Parcel and Street Centerlines layers were used to support the favela delineation, as well as the 2010 orthophotos. This standardization procedure avoids ambiguities in slum mapping and leads to the generation of applicable and reliable data, able to support social housing policies, for example, slum upgrading, land tenure, social housing construction and regulatory frameworks in the city, thus contributing to meeting the goals of the post-2015 UN sustainable development agenda.
