Abstract

This paper established a comprehensive evaluation index system of economic development-ecological environment-water resource scheduling in 2019 by combining the status of water resources development and scheduling, economic development and ecological environment in the Yellow River Basin. The existing water resource scheduling and coordinated development in the Yellow River Basin was evaluated through Fuzzy C-means (FCM) based on genetic simulated algorithm. The application example indicated that the improved FCM could avoid falling into the local optimal, and be used for grading the clustering results, as well as getting the classification of different coordination degrees in the Yellow River Basin, then evaluate the current water resources scheduling situation of each district.
