Abstract

During the last two decades, the Council for Exceptional Children (CEC) has led the way in developing standards for the preparation of teachers to meet the needs of children with handicapping conditions. A professional code of ethics and standards developed by CEC provides guidance in professional development that will eventually produce competent and well-qualified special education teachers (CEC, 1987). Those standards have been adopted by the National Council for Accreditation of Teacher Education (NCATE) and are to be used in program planning and also in preparing for review by NCATE and other accrediting agencies.
