Abstract

The article considers alternatives to current performance indicator based approaches to the evaluation of ACE. Firstly, a matrix is developed setting out key elements and dimensions of programme evaluation. Using the matrix a classification of evaluation approaches is made focusing on goal based, process and goal free evaluation (GFE). Performance indicators are treated as a most modern version of goal based evaluation (GBE). An analysis of GBE is now offered and certain weaknesses in the approach are explored. An attempt by Eisner to formulate a more open or ‘expressive’ version of GBE is found to be confused. Scriven's work in GFE is now put forward as a more fruitful line of enquiry for evaluation in ACE. The key programme element of learning milieu is selected as being most appropriate to GFE. Finally, a methodology for the evaluation of learning milieus is explored drawing on work in the field of unobtrusive measures.
