Abstract
The Mpu Tantular Museum is one of the cultural heritages in the city of Sidoarjo which provides various artifacts and relics of the kingdom and the ancestors of the Indonesian nation, especially in the city of Surabaya and Sidoarjo. The implementation of Government Regulation No.66 of 2015 concerning museums is a rule that must be obeyed by the museum managers. But today there are still many museums in Indonesia that are not maintained and even neglected, this shows that there is an error in the implementation of these regulations. In this study using a qualitative descriptive method with a literature study approach. Researchers used observation techniques, interviews in making this study, the results of the study showed that there were several causes and obstacles that occurred in the running of the Mpu Tantular museum activities, namely the influence of globalization and also the influence of the Covid-19 pandemic which made no visitors come to the museum. thus reducing the income budget that is commonly used in managing, maintaining and providing salaries for employees.

Hal tersebut terdapat dalam peraturan pemerintah yang menegaskan bahwa pihak yang terkait dalam keberlangsungan museum wajib menjaga serta mengawasi museum tersebut, tetapi kenyataannyya terjadi pada museum Mpu Tantular yang hingga saat ini kondisinya memprihatinkan. Tahun 2010 dalam pasal 3 mengatakan bahwa perlindungan terhadap benda atau artefak peninggalan sejarah wajib dijaga karena aturan tersebut menegaskan bahwa cagar budaya adalah warisan bangsa manusia yang ada di Indonesia (Dewi:2016), apabila cagar budaya tersebut tidak dilestarikan sedemikian rupa, maka sejarah yang seharusnya dijadikan wahana edukasi bagi masyarakat menjadi berkurang minatnya. Penyebab menurunnya minat kunjung pada museum Mpu Tantular didasari oleh kondisi museum yang sudah tidak terawatt dan juga saat ini kebanyakan masyarakat terutama generasi muda lebih memilih untuk browsing mengenai sejarah tanpa melihat ke tempatnya langsung yang menyediakan artefak bersejarah yang asli. Dari pembahasan latar belakang diatas maka penulis tertarik unutk mengkaji “Evaluasi Kebijakan Peraturan Pemerintah Republik Indonesia No. Tahun 2015 Mengenai Museum pada Museum Mpu Tantular”. secara khusus kajian tulisan ini untuk mengetahui Apa yang menyebabkan museum Mpu Tantular tidak kembali eksis seperti dahulu ? apa saja faktor yang menjadi penghambat dalam keberlangsungan jalannya kegiatan museum Mpu Tantular ? dan mengapa diperlukannya evaluasi terhadap peraturan pemerintan No. Tahun 2015 mengenai museum ?
