Abstract

Significance Pressure is rising to close so-called golden visa schemes, heavily used by Russians, that give wealthy investors the right to live, work and engage in business in the EU. The unevenly regulated schemes have long been criticised for heightening the risk of money laundering, tax evasion and corruption. Impacts Demand for EU golden visas among wealthy Ukrainian citizens will rise and the acceptance rate will likely be high. Greater public knowledge of golden visas amid the war in Ukraine will increase domestic pressure on governments. EU financial support to soften the economic impact of the war in Ukraine would reduce poorer states' dependence on golden visa investors.
