Abstract

The article presents the European experience in the development of regional air transportation and the possibility of its application in the Russian Federation. The evolutionary development of European international air transportation is analyzed and the forecast of European air transportation distribution dynamics by range until 2034 is given. The best practices of the European air transportation market on the example of Switzerland before the pandemic and under COVID-19 conditions are considered, and an overview of the air transportation market in Russia at its current stage of development is given. The article proves that the presence of quality infrastructure and transparent rules of the market are necessary conditions for the European airlines in managing their business. It is concluded that the Russian market of regional air transportation still requires improvement and attention from the government. Consolidation of the efforts of all interested actors with the simultaneous involvement of state structures will make it possible to implement the strategic priorities in this direction. Achieving an effective and balanced restart of the industry in question is possible on the basis of a global approach, including analysis and assessment of risk reduction measures that accompany the process of air transportation recovery, taking into account the factors of economic unblocking and ensuring the possibility of passenger air travel.
