Abstract

In the event, the direct, long-term consequences for Europe will be limited, although the indirect consequences as a result of the changing character of Middle Eastern affairs could be substantial. North African immigration into southern Europe was growing and creating social tensions in Italian and French cities with significant political consequences, such as support for Le Pen's rightist movement in France. There was no hesitation within Europe when it came to condemning the invasion, and the Community moved commendably quickly to isolate Iraq economically and to limit its access to assets abroad. The events in the Gulf seemed to contradict the directions in which the government was attempting to push Europe — toward peaceful, evolutionary change and cooperative security. Britain and France played an important part in the Gulf crisis but, to the extent they were responding to a collective view, it was that of the UN Security Council rather than the EEC.
