Abstract

The EU Commission has been pursuing for some time the development of a coordinated approach to radio spectrum policy and regulation. The need for reform at EU level is widely recognized. Traditionally fragmented and rigid national approaches to spectrum management have been identified as substantial market barriers in many respects. Fast access to frequencies as well as efficient and flexible use of spectrum rights are essential in order to keep pace with the dynamics of the developments in the communications sector driven in particular by rapidly emerging converged services and applications. This article provides an overview of the policy and regulatory processes initiated by the Commission to introduce a new legal framework for spectrum management in accordance with the objectives of the i2010 strategy and draws some preliminary conclusions as to the next steps to be taken and some of the challenges involved.
