Abstract

A study of public service media and policy in Europe would be incomplete without a consideration of the project of EU market integration in the broadcasting sector. The policy of market integration preceded the application of the state aid rules to public service broadcasting (PSB). Due to the European-wide liberalisation of the broadcasting sector in 1989, competition was introduced in a formerly monopolistic broadcasting sector and, hence, the competition rules became more relevant.
