Abstract
A forthcoming summit of EU leaders to discuss defence cooperation and agree future priorities for bolstering the continent’s security and defence capabilities will take place against a background of sharp budget reductions and capability gaps. But it could be an important step towards determining Europe’s future influence and relevance as the global balance of defence capabilities shifts eastwards.
