Abstract

Man’s desires have changed little since Adam and Eve and the time of their expulsion from the Garden of Eden, neither has his propensity for blaming others rather than taking responsibility for his own actions! Furthermore, the tempting fruits which are expensive are deemed to be better than those which are inexpensive; scarcity of a commodity (enhancing its value) causes it to be coveted; rationing creates increased demand; methods to ensure fairness of rationing never satisfy everyone’s perception of justice; those who ration for the good of the whole are criticized by the individuals. And, as Thomas Hood said, ‘There are three things which the public will always clamour for sooner or later: namely, Novelty, novelty, novelty’ .’
