Abstract

Ethics and Foreign Policy had its beginning in a conference in 1998 whose theme was ethics and foreign policy. The organizers seem to have been inspired, or perhaps provoked, by Foreign Secretary Robin Cook's promise that Britain under the Labour government would have “an ethical dimension” in its foreign policy. The contributors recall Cook's promise, almost always in disappointed tones, 22 times in the 220 pages that follow.
