Abstract
This chapter discusses the WHO Global Code of Practice on the International Recruitment of Health Personnel and how the governance of the recruitment of migrant nurses constitutes a brokerage technique. Migration experts or recruitment coordinators of the Philippines-Germany bilateral agreement translate global discourses, such as ethical recruitment, partnership, and development, into practices in national contexts. They understand “ethical” to mean partnership, and “development” to harnessing the capacity of would-be migrants to sustain themselves. Experts reinforce social inequalities through making sure that the developed life in the global North is supported by having sufficient supply of quality health care while the underdeveloped global South is expected to be enterprising while tending to their own depleted health systems and populations.
