Abstract

Since countermeasures of floods in Korea are focused only on facility restoration, recovery from flood damage cannot be repaired quickly. Then, it is necessary to reduce vulnerability to flooding and restore the state before the flood. Since there is no application of flood resilience to rural areas, it is necessary to introduce the FRI (Flood Resilience Index) and to apply flood resilience assessment to systematically and efficiently recover and manage flood damage in rural areas as well as in cities. In this study, the discharge was calculated by HEC-HMS (Hydrologic Engineering Center-Hydrologic Modeling System) and the hydraulic analysis was conducted by HEC-RAS (Hydrologic Engineering Center-River Analysis System) and MIKE 21 for Dal Stream flood damage upstream of Goesan Dam in 2017. A flood map was made using three models and GIS (Graphic Information System), and then the FRI of Dal Stream was calculated. The calculated FRI values suggest methods that can be applied to the resilience to flood damage in rural areas as well as cities.
