Abstract

This paper identifies basic elements to be considered in formulating a general water law. It presents these elements using a four‐part general framework: the hydrologic cycle, human uses, physical and ecological functions, and institutional arrangements. It applies this framework to the Republic of Colombia's water law, based on which recommendations for possible revisions are offered.
