Abstract

The article deals with organizational and methodical aspects of the development of labor potential at Ukrainian enterprises and the peculiarities of its formation in a crisis state. Scientific opinions to determine the meaning of the "labor potential" definition and the structure of its components are systematized. The author determines the basic principles of personnel management in the context of crisis management and considers the peculiarities of their use by managers in the system of crisis management in order to prevent the crisis or exit from the crisis situation.The article is aimed at the development of theoretical and methodological provisions concerning the formation and development of enterprise’s potential in the conditions of crisis management. It is evident that the retention and growth of labor potential are conditioned by the rise of living standards based on the increase of population incomes. Without highly qualified personnel at an enterprise the production potential and enterprise management take a turn to the worse. The development of regulating measures aimed at labor potential should have theoretical foundation which accumulates the best achievements of economic and management thought, determines the fitness of existing concepts and models to current conditions that explain new phenomena in the sphere of labor in the conditions of crisis management. The need in such a theoretical basis, in scientific understanding of the process of the formation and development of labor potential, in the development of new methodological bases for assessing this potential, taking into account the peculiarities of the impact of the totality of political and legal, socio-economic, demographic, scientific, technical and other factors is becoming more and more urgent. The development of labor potential in the dynamic conditions of the modern economy requires new approaches that are adequate to socio-economic transformations. Without understanding the strategic role of labor potential, it is impossible for enterprises to get out of a crisis situation and take their place in market conditions, while creating stable competitive advantages.
