Abstract

An approach to utility rate setting is used in North America that is based on statistical cost trend research. The methodology has to date been applied to the design of rate and revenue cap indexes for multiyear rate plans. This paper discusses research that uses this methodology to develop indexes for escalating the allowed operation and maintenance revenue of power distributors. These indexes can be used in hybrid revenue caps, formula rates, and forward test year rate cases.
