Abstract

This chapter focuses on the policy and legal framework for European Space Agency (ESA) International Space Station (ISS) commercial utilisation, as currently being developed. It provides an overview of actions by the European Partner in the field of commercial of the ISS, including the setting up of an adequate legal and policy framework. The chapter starts at the top level by indicating whether the Intergovernmental Agreement (IGA) and MOUs allow such commercial utilisation, and describes further actions taken. It concentrates on the European Partner. The IGA and MOUs provide that each Partner may use equipment and facilities in or on each other Partner's elements in accordance with their respective utilisation rights, which are specified in Article 9 IGA. Several multilateral mechanisms established in the MOUs allow a coordinated implementation of commercial projects.
