Abstract

The constitutions of Melfi of Friedrich II. of Hohenstaufen for his kingdom of Sicily of 1231 represent the new beginnings of European statehood. The underlying implicit idea that helplessness and ignorance of foreigners and members of minorities require special care by the state and its representatives as well as by the public points to the core of the international principle of affirmative action. It would offer modern European national states a much needed base for a peaceful coexistence.
