Abstract

Almost a year after intense criticism of its operations by the National Academy of Sciences and by the Senate Subcommittee on Environmental Pollution, the Environmental Protection Agency's Office of Research & Development (ORD) is under fire again. This time, nine members of Congress, led by Rep. Les AuCoin (D.-Ore.), are charging, among other things, that ORD is hiring, promoting, transferring, and firing employees defiance of good management practice, and in some cases, contrary to civil service regulations. Their allegations have been referred to the Civil Service Commission. However, Dr. Wilson K. Talley, head of the office, has categorically denied all allegations in a recent interview with C&EN.
