Abstract

This paper presents the results of an investigation of the economic dispatch problem in view of the Clean Air Act Amendment (CAAA) of 1990. It proposes two, easy-to-implement, strategies to solve the problem subject to environmental constraints that reflect the requirements of the CAAA. One strategy is linear programming based and uses the gradient projection method to guarantee feasibility of solution. The other is based on a provision in the Act that is designed to facilitate compliance. Details of these strategies and test results on an existing large power system are included. Results demonstrate the usefulness of the proposed strategy over the minimum emissions dispatch strategy in reducing compliance costs.
