Abstract

This report presents the preliminary environmental findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Naval Petroleum and Oil Shale Reserves in Colorado, Utah, and Wyoming (NPOSR-CUW) conducted June 6 through 17, 1988. NPOSR consists of the Naval Petroleum Reserve No. 3 (NPR-3) in Wyoming, the Naval Oil Shale Reserves No. 1 and 3 (NOSR-1 and NOSR-3) in Colorado and the Naval Oil Shale Reserve No. 2 (NOSR-2) in Utah. NOSR-2 was not included in the Survey because it had not been actively exploited at the time of the on-site Survey. The Survey is being conducted by an interdisciplinary team of environmental specialists, lead and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team specialists are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NPOSR. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at NPOSR and interviews with site personnel. The Survey team has developed a Sampling and Analysis Plan to assist in further assessing specific environmental problems identified at NOSR-3 during the on-site Survey. There were no findings associated with either NPR-3 or NOSR-1 that required Survey-related sampling and Analysis. The Sampling and Analysis Plan will be executed by Idaho National Engineering Laboratory. When completed, the results will be incorporated into the Environmental Survey Summary report. The Summary Report will reflect the final determinations of the NPOSR-CUW Survey and the other DOE site-specific Surveys. 110 refs., 38 figs., 24 tabs.
